Florida Motor Unit Challenge Instructions

The following instructions have been provided to better assist agencies in completing the Florida Motor Unit Challenge Application. Please read these instructions carefully. If your agency fails to provide the required information or fails to report the requested data by the specified deadline, your agency will be ineligible for participation in the Motor Unit Challenge.

Submitting Applications:

In order to participate in the Motor Unit Challenge, agencies must submit two applications. The first application will be your Base-line data from November –December 2009. The second application is your Challenge data application from November-December 2010. The Challenge application compares the change in statistics from the baseline November- December 2009 data to the “Challenge” data of November-December 2010.

Application Part 1: Base-line Data November 1 through December 31, 2009

The Baseline application is due on October 29, 2010

Application Part 2: Challenge Period November 1 through December 31, 2010

The Challenge application is due on January 28, 2011

Agency Contact Information:

Complete all contact information: Agency Name, Agency Head, Contact name, Contact Rank, Agency address, phone, fax, e-mail, # of sworn officers, # of patrol officers, # of Motors in, # of Motors. Complete all requested information.

Motor Unit Picture and Brief Description:

Submit a digital photograph and brief description of your Agencies motor unit. The brief description should be no longer than 50 words. This information will be provided on the Challenge Data application in January 2011.

Placement and Awards:

The top 10 agencies with the best overall score will be eligible for grand prize drawing of:

2011 Harley-Davidson Police Motorcycle.

Section I: Policy and Guidelines

Does your agency have a policy or guideline for the following:

Check YES or NO for each question. Keep a copy of these policies on file at your agency.

_____ written policy requiring officer safety belt use.

_____ written policy making enforcement of safety belt and child laws a priority.

_____ written policy making speed enforcement a priority.

_____ written policy making impaired driving enforcement a priority.

_____ written policy making motorcycle violations a priority.

Section II: Enforcement Activity

Agencies must collect the following Data for motor units only.

- # of speeding citations

- # of all seat belt citations (includes passenger and child restraint violations)

- # red-light running citations

- # of motorcycle citations

-# of all other citations

Keep a copy of these citations on file at your agency.

Section III: Effectiveness of Efforts

Agencies will collect the following Data for the entire agency.

- # of total crashes - # of injury crashes

- # of speed related crashes - # of intersection crashes

-# of motorcycle crashes - # of motorcycle fatal crashes

- # of fatal crashes - % of safety belt use

Keep a copy of your agency's crash data on file at your agency.

Scoring of applications:

The application will be entered into a formulated spreadsheet for scoring and placement. The score sheet will calculate the percentage change in the total number of citations issued, the percentage change in total number of crashes and the percentage change in the seat belt usage rate for each participating agency.
