2010 Florida DUI Challenge

Challenge Format

Overview

The Florida DUI Challenge is an enforcement initiative funded by the Florida Department of Transportation and NHTSA. The Florida DUI Challenge is open to all state, county, and municipal law enforcement agencies within Florida and will allow all Florida agencies to participate in a program which challenges their efforts in six areas; policy, DUI enforcement, DUI special operations, participation in Florida and National impaired driving campaigns, law enforcement training and public information. This program will provide incentive awards to winning agencies based on their performance within their category based on agency size. To participate, an agency must submit an application to the Florida Law Enforcement Liaison (LEL) program by August 1st 2010. The LEL Program will accept applications online at their website “floridalel.org”. Due to funding restrictions federal agencies may not participate for incentives.

Application

The Florida DUI Challenge will require an application that is due by August 1st, 2010. The application will request agency information and baseline data to be compared with challenge data collected at the completion of the challenge period. The DUI Challenge seeks to promote DUI enforcement activity and reduce DUI related crashes. The DUI Challenge report will be due from each participating agency at the conclusion of the Challenge period with a due date of February 28, 2011.

Goal

The goal of the Florida DUI Challenge is to reduce the number of alcohol-related fatalities, injuries, and crashes that occur on Florida's roadways by encouraging law enforcement agencies to increase their emphasis on routine impaired driving enforcement, high visibility DUI enforcement operations (sobriety checkpoints), increased DUI enforcement training among law enforcement personnel, and promoting public awareness of the state's alcohol- related crash problem.

Awards

Awards will be provided in each category as follows:

  • 15,000 points for first place
  • 12,000 points for second place
  • 10,000 points for third place.

Once awarded, the points can be used to purchase highway safety resources from a catalog on the LEL program website. The categories are as follows:

1-10 total sworn 11 to 25 total sworn 26 to 40 total sworn

41 to 75 total sworn 76 to 150 total sworn 151 to 250 total sworn

251 to 500 total sworn 501 or more total sworn Florida Highway Patrol

The above categories exclude any correctional officers

Grand Prize

The first place winners in each of the nine size categories will be eligible to win a fully equipped law enforcement vehicle. The eligible winners will have an opportunity to draw for the vehicle at the next Florida Law Enforcement Awards ceremony following the Challenge. Agencies who are first place category winners must be present to participate in the drawing.

Scoring

Scoring is based upon the answers to each of the questions on the application and the information provided on the final report. The DUI Challenge will be scored using a mathematical formula. The total amount of points that can be earned by each agency for the DUI Challenge is 300. The total amount of points that can be earned in each section is as follows:

    • DUI Enforcement Operations (25) points
    • Impaired Driving Campaigns (25) points

    • Advanced DUI (4) points
    • DUI Case Preparation and Presentation (4) points
    • Drug Recognition Expert (80 hours) (4) points
    • Low Staffing Sobriety Checkpoints (4) points
  • Effectiveness 75 points
    • Number of Alcohol related crashes per jurisdiction (15) points
    • Number of Alcohol related injury crashes per jurisdiction (15) points
    • Number of alcohol related fatality crashes per jurisdiction (15) points
    • Number of Alcohol related Pedestrian crashes (15) points
    • Number of Alcohol related M/C crashes (15) points
  • Public Information 30 points
    • Citizen meetings (5) points
    • Media Releases (5) points
    • School Age programs designed to educate pre-drivers and or young novice drivers in school system with using School Resource Officers, Community Police Specialists, Crime Prevention or other. (10) points
    • Public Service Announcements initiated by the agency (10) points
